Winks 2 - Making WAR with the Weather!

Weather War probably exists.
The HARRP installation can easily be located at Gokona, Alaska using Google Earth, just type in these coordinates: 62◦ 23’ 28.44 N 145◦ 09’ 02.22 W. As its existence is semi-secret, Google has obligingly semi-obliterated the image, but there’s a nice photo from an anonymous Google User there, just in case. Some of the other installations Dzubenko refers to can be found in Greenland and Norway (remember, triangulation works best with three). Russia has operated its ‘Woodpecker’ system since the mid-seventies.
Officially the High-Frequency Active Auroral Research Program (HAARP) has been in existence since 1992, when it was created by DARPA as part of President Ronald Reagan’s Strategic Defense Initiative (SDI, popularly known as the ‘Star Wars’ program). The program is run by the Air Force Research Laboratory’s Space Vehicles Directorate and its stated objective is to control ‘local modifications of the ionosphere’ [the upper layer of the atmosphere]. On the official website it states
“[HAARP will be used] to induce a small, localized change in ionospheric temperature so that resulting physical reactions can be studied by other instruments located either at or close to the HAARP site”.
So why do they need three installations, I ask?
The phrase “Owning the Weather” comes from a research paper entitled
‘Weather as a Force Multiplier: Owning the Weather in 2025’
which, although presented on 17th June 1996 at the official ‘2025’ briefing, can still be read here:
Now you may think this is all sci-fi or think-tank stuff, more fitting to a cheap CGI-based TV movie than reality.
We have been modifying our weather for many more years than you would believe. I’m sure you are aware of cloud seeding designed to produce rain on demand. Some might say the process goes back even further to the tribal Indian nations of North America or the Chamans, further south.
And yes, weaponizing of the weather is banned by an international treaty which the US did sign. Check out the "United Nations General Assembly Resolution 31/72, TIAS 9614 Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques." This was signed in Geneva on May 18, 1977 and ratified by U.S. President Jimmy Carter on December 13, 1979.

"A system and method for generalized irradiation of relatively large surface areas of a planet, such as the earth, the moon, etc. for illumination, heating, weather control, etc., employing one or more planet-orbiting self-erecting planar-reflector satellites controlled in attitude and orbit position to reflect energy from the sun to a desired area on the planet's surface."
You should read the eighth paragraph of the description – it’s not as technical as the rest of the document, and you can see where my idea of a satellite array took form.
